
Italian and European regulatory framework for the safe use of hydrogen in plants and associated facilities
A strategic overview of the existing standards, that regulate the construction and operation of infrastructures that use hydrogen, has been accomplished. A concise and comprehensive study on the standards of infrastructures that operate with hydrogen gas at global level, in Europe and in Italy was conducted and discussed in the light of the European hydrogen strategy and roadmaps.
Various standards were consulted at international level such as ISO, IEC, and SAE. The examination of the CEN/CENELEC databases at European level, and the analysis of the UNI database at Italian national level has been performed. The report highlights that there are still several gaps in the development of hydrogen standards, that existing standards in the various sectors (gas transport and distribution, gas storage, mobility, etc.) need to be adapted to allow the introduction of hydrogen technology and that current regulations need to be expanded to cover specific aspects of the different applications. The analysis of the regulatory framework is of fundamental importance for the entire HYDRA project as it contributed to provide indications for the design and construction of infrastructures, laboratories and plants and safe management of hydrogen.
